Noel has a range of skills as a chief executive, inspector, quality assessor, project manager, advisor, bid writer, staff trainer, policy maker, strategic thinker, materials producer and finance controller. Noel has worked in a range of organisations in the public, private and charity sectors In England, Noel has managed both very small and very large organisations and he has managed supervised, mentored and supported staff.
Noel has a sound knowledge of disability issues; worked in Autism, EBD, PMLD, sight loss, Epilepsy and other special needs settings. He is the Chair of my local learning disabilities charity and a volunteer for a befriending scheme for adults with disabilities and autism.
Through NGA is trying to develop, an autism residential centre in Zimbabwe; an IT project in Columbia and developing a staff training programme for a school in Jamaica; co-manage an autism charity in Italy. Noel recently visited Cyprus to look at setting up an autism respite and young adult training centre. He is currently helping to set up a special needs charity school in Sierra Leone.
Noel was contracted to work as a Head teacher of a School for young children with profound multiple learning difficulties including epilepsy and autism in South London for 3 years.
- Noel was contracted by the Royal National Institute for the Blind (RNIB) to develop a sustainability plan for post 16 provision; to look at training, business/social enterprises and apprenticeship opportunities for young people with sight loss and other disabilities such as autism
- Noel was contracted as a principal of an autism college for the National Autistic Society.
- Noel worked for an outer London LA as a Senior Manager of Special Educational Needs advisors for a London local authority;
- Noel managed a Pupil Referral Unit [young adults with challenging behaviours] in West London an interim contract
- Noel also took an interim contract in Devon a Head teacher of residential school for young people with emotional and behavioural difficulties
- Noel was contracted as Principal of Education for the charity Young Epilepsy overseeing the management of the school, college, farm and sure start centre in supporting young people with epilepsy, autism and significant behavioural difficulties.
- Noel had a substantive post as a Vice Principal for a general further education college in London managing 600 staff, 7,000 students and overseeing a budget of £23millon.
- He has been Training and Development Director for an autism charity in Rome for over 3 years form 2005 -2008.

- Volunteer -Rome based charity helping with the distribution of food to refugees and immigrants in Rome.
- Trustee – a mental health charity [London] helps with the organisation and management of the charity and help with fund raising
- Chair – a London based charity supporting local people with learning disabilities; support the organisation and management of the charity
